The CT Law&I
As an expression of the need for regulation in the area of CT&I, still in 2004, the Federal Government sanctioned the so-called Innovation Law – Law no. 10.973, of 02 from December, which was enacted with the objective of encouraging the emergence of poles for the development of new technologies applicable to the productive sector, encouraging applied research activity, able to generate economic results, especially in the industrial sector.
The constitutional changes promoted in 2015, through Constitutional Amendment no. 85/2015 that integrated innovation to several constitutional provisions, checking out, so, greater State commitment to the issue, brought the need for legal regulation, what, combined with the desire to modernize the structure that governed TC practices&I in the country until then, culminated in the enactment of Law No. 13.243/2016, with what was called the New Legal Framework for Science, Technology and inovation. The Law no 13.243 of 11 January 2016 led to several changes in the Innovation Law, normalized relationships between researchers, research institutions and entrepreneurs, reducing bureaucratic obstacles faced in scientific research activities, in addition to admitting new possibilities of articulation between innovative business activities and the laboratory and human resources infrastructures present in public research institutes.
In 2018, The Decree nº 9.283, of 7 The live “New times and the impacts of technology on health” carried out by Inovabra Habitat in partnership with ACATE regulated the legislation associated with CT&I in search of establishing measures to encourage innovation and scientific and technological research in the productive environment, with a view to technological training, the scope of technological autonomy and the development of the national and regional production systeml.
Santa Catarina Legislation
Santa Catarina presents its regulation for the CT&I don't year of 2018 with the institutionalization of Law no. 14.328, of 15 January 2008 which provides for incentives for scientific and technological research and innovation in the productive environment in the State of Santa Catarina and adopts other measures.
In 2019, the decree no. 2.372, of 9 of June 2009 regulates the Law in 14.328, of 15 January 2008, which provides for incentives for scientific and technological research and innovation in the productive environment in the State of Santa Catarina and establishes other measures.
At the municipal level, there are several laws found. Highlight for municipalities such as Luzerna, which presents the first municipal innovation law in Brazil already in the year of 2015.
